Executive Bios
Robert H. Haley
Robert H. Haley, CPA, is the President of Peachtree Housing Communities, LLC. Robert has over 15 years experience in real estate and the low income housing tax credit industry. As the President and CEO, Robert oversees the development and operation of 17 properties in Georgia and South Carolina.
Prior to joining Peachtree Housing Communities, Robert was a senior manager for CohnReznick’s Transaction Advisory Group in the firm’s Atlanta Office. He primarily specialized in tax credit industries for real estate and renewable energy.
Within the real estate industry, Robert provided transaction consulting services to developers and tax credit investors on low income housing tax credit properties, historic tax credit properties and new markets tax credit transactions. Robert also provided tax credit compliance services to low income housing tax credit developers and investors.
In renewable energy, Robert helped clients structure financial deals of various technologies, including solar, wind, and biomass technologies. His work included working with sponsors and with capital markets in order to bring in tax equity that would help clients achieve the highest rate of return and the most tax equity proceeds.
Robert currently serves as the treasurer for Urban Land Institute – Atlanta and has previously served on the board of Directors for Central Atlanta Progress. In 2012, Robert was selected as a Future Leader for National Association of Industrial and Office Properties’ Georgia Chapter, and in 2015, he was selected for ULI – Atlanta’s Center for Leadership program. Robert is also a member of the QAP committee for the Georgia Affordable Housing Coalition.
Robert is a graduate of Wake Forest University where he earned a bachelor’s degree in Analytical Finance and a masters degree in Accounting. Robert is also a certified public accountant (Georgia).
Max Elbe
Mr. Elbe is a Principal of Peachtree Housing Communities, LLC. Previously, Mr. Elbe was a Vice President with Column Capital LLC (a Credit Suisse Company) where his clients included major publicly-held fortune 100 companies and experienced developers from across the United States. He has a background in partnership taxation and real estate consulting. At Column, Mr. Elbe was directly involved in the syndication of over $350MM of Federal Tax Credits and $25MM of State Tax Credits. His responsibilities included investor sales, deal structuring, portfolio analysis and investor reporting.
Prior to joining Column Capital, Mr. Elbe was a senior manager with the Reznick Group in the Real Estate Consulting group. At Reznick, his responsibilities included preparing and reviewing projections for conventional, historic, new market and bond-financed tax credit real estate partnerships, examining financial forecasts, conducting due diligence on deals and tax reviews of cost certifications as well as reviewing partnership documents. Mr. Elbe has been involved in real estate projects encompassing all stages including initial syndication, 10% carryovers, final completion, cost certifications, ongoing operations, re-syndication of existing properties and funds, GP and LP portfolio exit analysis and valuations, and residual analysis. In addition, he has an extensive background in Section 42 Low-Income Housing Tax Credits, Section 47 Historic Tax Credits and experience with Section 48 Energy Credits. Mr. Elbe has participated as a public speaker at numerous professional seminars and conferences dealing with low-income housing tax credits and historic tax credits.
Mr. Elbe graduated from the University of Florida with a Bachelor of Science in Accounting and is Certified Public Accountant (State of Indiana, inactive).
Josh Thomason
Mr. Thomason is a Principal of Peachtree Housing Communities, LLC. Mr. Thomason’s previous roles prior to starting Peachtree Housing Communities include serving as a Development Manager and Chief Financial Officer. In these roles, Mr. Thomason was responsible for the preparation and submittal of tax credit applications. As part of this tax credit application work, Mr. Thomason procured property, rezoned property, ensured the proper local governmental permits and supports were granted, and prepared development and operational budgets. During the development stage of the properties, Mr. Thomason served as the construction risk manager. His duties included ensuring the projects were progressing within the budget, corresponding with the contractor, architect and engineers regarding construction progress, conducting site visits, ensuring the projects were being constructed in compliance with applicable laws and regulations (UFAS, Section 504, FHA, ADA, Davis-Bacon, local ordinances, etc.), and notifying all applicable state and federal agencies regarding the development’s progress. During his tenure prior to starting Peachtree Housing Communities, Mr. Thomason developed over 550 housing units utilizing Section 42 Low-Income Housing Tax Credits.
Prior to his development work, Mr. Thomason was a senior associate with the Reznick Group. At Reznick his responsibilities included performing audits of conventional and affordable housing partnerships, cost certifications, 10% carryovers, break-even analyses and debt-service coverage ratio calculations for tax credit real estate partnerships.
Mr. Thomason serves on the board of the GA Affordable Housing Coalition and is currently the Chair of the Coalition’s QAP Committee that facilitates dialogue between the Coalition and The Georgia Department of Community Affairs regarding the formulation of Georgia’s QAP. Additionally, Mr. Thomason graduated from the University of Georgia with a Bachelor of Business Administration.
Jon McKnight
Mr. McKnight is a Principal of Peachtree Housing Communities, LLC. He served as the CFO of Peachtree Housing Communities from 2012-2016. Previously, Mr. McKnight served as Senior Manager, corporate accounting for Randstad general staffing US, a $2 billion dollar staffing company and the largest provider of general staffing services in the US. While at Randstad, Mr. McKnight was responsible for the entire accounting department and the preparation and review of weekly and monthly financial statements and analysis for all general staffing branches and for the consolidated US general staffing. Mr. McKnight also leveraged his extensive accounting and operations systems expertise to drive various process improvement and efficiency initiatives.
Prior to joining Randstad, Mr. McKnight served as the controller for the auto lending group of CompuCredit Corporation. The auto lending group was comprised of three distinct businesses including a dealership and two auto finance companies managing over $250M in receivables. While at CompuCredit, Mr. McKnight overhauled the quality and relevance of the financial reporting used. This enhanced reporting was used extensively in a restructuring of the largest auto subsidiary that returned the subsidiary to profitability.
Prior to joining CompuCredit, Mr. McKnight was a senior associate with the Reznick Group. At Reznick his responsibilities included audits, cost certifications and 10% tests of conventional and affordable housing partnerships.
Mr. McKnight graduated from the University of Georgia with a Bachelor of Business Administration and received his Master’s degree in accounting from Georgia State University. Mr. McKnight is a Certified Public Accountant (state of Georgia) and a Certified Internal Auditor.
